Madrassa Education To Be At Par With CBSE?

"Recently, I have approved the recommendations of CBSE and Council of Board of School Education in India regarding equivalence of madrassas qualification," HRD Minister Arjun Singh said.

It is said that this initiative will cover about 3,00,000 children in 7,000 Madrasas in India. I am wondering that how many more years our government will go for adhoc arrangements?
I strongly believe that schemes for educational development of Muslim children should not be linked with Madrasa education. How many children are going to Madrasa? Only 4 %. What about remaining 96 %?
And what Muslims children are going to get with these certificates? Till yesterday we were talking about modernization of madrasa and now were talking about giving CBSC equivalent certificate to students of madrasa. This system is not going to help.
Do we want it? or will it help these children? It is like giving paper currency which does not have any value in the market. Or giving a certificate to a roadside motorcycle mechanics of Mechanical engineering. Will this certificate make any difference to them except a label? The mechanic needs quality training and then its certification. Certification without training is cheating.
At least the government should not set up different types of educational infrastructure for different class of people?
Government run schools like Kendriya Vidyalay, Sainik Schools and Navodaya Schools are doing much better than other government schools.
Why?
And why can not government upgrade all the schools at par with Kendriya Vidyalay, Sainik Schools and Navodaya Schools?
Can some body make me understand?
Please don’t tell me that the government does not have enough fund to provide quality education to all its children.
